2023 has been another busy year for our Foundation. Following the celebration of our 40th anniversary the previous year, we renewed our commitment to our mission of empowering Filipinos to become self-reliant and productive citizens. We strengthened our internal systems, processes, and partnerships, setting a solid foundation to achieve our ambitious targets by 2025.

Since 2022, PSFI has shifted its reliance away from funding from the Malampaya Deep Water Gas-to-Power Project, which was once a significant benefactor. We have remained determined and resourceful in seeking out new funding avenues. The subsequent years also highlighted the necessity of forging connections to collaborate with like-minded organizations to sustain our initiatives and expand our impact across the nation.

Thanks to the latest Global Fund (GF) Grant, we remain on track towards eradicating Malaria in the country, with just a few isolated cases in the hinterlands of South Palawan and Tawi-Tawi. We are also making good progress in curtailing the spread of HIV infections in vulnerable communities.

In 2023, Movement Against Malaria (MAM) continued to strengthen the capacity of local governments and communities in Palawan, Sultan Kudarat, and Occidental Mindoro to reduce the burden of malaria in their areas. Aside from our standard interventions, we have focused more on integrating malaria care into mainstream health services and equipping communities with the necessary skills to sustain local efforts. Despite the challenging year, with cases spiking due to external factors, the agile collaboration of our volunteers with communities allowed for a timely response.

For the GF HIV Grant-Philippine Response to Optimize Testing, Empowered Communities, Treatment, and Sustainability (HIV PROTECTS) program, we have been augmenting government initiatives. We helped identify people living with HIV (PLHIV) and those at risk of transmission to provide them with proper care. HIV PROTECTS distributed testing and protective equipment to these communities, conducted training on local case management and community resilience, and assisted national government agencies in creating policies and roadmaps.

To address the urgent need for medical professionals, Bloomberry Cultural Foundation (BCFI) provided PSFI with a grant of PHP 300 million for a sustained scholarship program for doctors, nurses, and allied health professions in cooperation with various accredited colleges and universities and with the Technical Education and Skills Development Authority (TESDA) for caregivers.

We have been successfully implementing the Roots to Shoots (RTS) program with the Manila Water Foundation (MWF) and World Vision Philippines as pivotal partners. Our new partnership with BCFI has also expanded the reach of this program to include Aeta communities around the Clark Field area. In collaboration with the Clark Development Corporation (CDC), we are helping address critical nutrition needs in these areas. Metrobank Foundation, Inc. (MBFI) also extended RTS services to more barangays in Camarines Sur.

Our experience in the field continues to inspire us, having encountered countless Filipinos eager to make a change in their communities and personal lives. Beyond achieving sustainable development targets, the core purpose of our programs is to empower people to reach their full potential.

To maximize our agricultural support, we have promoted agri-entrepreneurship and doubled efforts to connect farmers to the market. Particularly for RTS and scholarship initiatives, we are seeking more partnerships with other foundations. Meanwhile, our tried and tested in-house training activities in farming, STEM, and technical-vocational skills continue to provide tangible results and benefits.

As a non-profit organization, challenges in terms of resources are familiar to us. We leverage our network and pool of experts to seek partners and funders who can join us in persisting with our efforts and reaching more Filipinos in need.

Undeniably, the vulnerable sectors in our country are among the most affected by global and national shifts in our environment, economy, and society. For instance, inflation has exacerbated Filipinos’ struggle to meet basic needs. At the same time, climate change has made natural disasters more devastating for fenceline communities. These concerns have prompted us to sustain and scale up our efforts.

As its social arm, the Pilipinas Shell Foundation aligns itself with Shell Pilipinas Corporation’s (SPC) Powering Progress strategy, enabling value creation and fueling nation-building. Powering Progress is Shell’s global blueprint for sustainable growth, which comprises 1) Generating Shareholder Value, 2) Achieving Net Zero Emissions, 3) Powering Lives, and 4) Respecting Nature. Together, we have made notable progress on these pillars.

In particular, PSFI has significantly contributed to Powering Lives through its extensive impacts on communities and to Respecting Nature, primarily by protecting critical habitats. Our initiatives span six thematic areas, mainly aiming to empower individuals and communities. 

Powering Lives & Respecting Nature

Our training programs related to technical-vocational skills, STEM and innovation, agriculture, and entrepreneurship have imparted beneficiaries with life-long knowledge and skills that build competencies, inciting positive change in their lives. The Save, Invest, Nurture Access to Green Energy (SINAG) program, along with providing energy access, also enables the development of enterprises, livelihoods, and education in these communities that are not connected to the grid. In 2023 alone, we upskilled over 571 individuals through livelihood programs and assisted 236 individuals to become employed or engaged in businesses.

Turismo At Negosyo Dulot ng Ingat KAlikasaN (TANDIKAN) and the Tubbataha program have been noteworthy collaborative efforts to protect Palawan, the country’s last ecological frontier. We are immensely proud of the Tubbataha Reefs Natural Park rangers we have supported throughout the years, who were awarded by the International Union for Conservation of Nature (IUCN) with the IUCN World Commission on Protected Areas (WCPA) International Ranger Award in July. Their often-unseen, dedicated efforts to lead other volunteers have continuously contributed to the preservation of a critical ecosystem.

As SPC pursues sustainable growth by exploring renewable energy, the Foundation has also been forming strategic partnerships to expand our programs to reach more communities in need. The Global Fund (GF) has been indispensable in our effort to eradicate malaria in the country through the MAM and our drive to curtail the spread of HIV infections through HIV PROTECTS. The Bloomberry Cultural Foundation has allowed us to launch the Medical Scholarship program and expand our Roots to Shoots (RTS) program to Aeta communities around the Clark Field area.

The future can only be sustainable if it is equitable.

Beyond capacity building and other support, the trust and genuine connection between our communities, program officers, and volunteers constitute the heart of our work. In line with this, we consider our PSFI team and staff to be the organization’s backbone. We extend to them our technical-vocational scholarships, the Leadership Enhancement and Attitude Development (LEAD) workshop, and other upskilling opportunities to equip them with the confidence and ability to thrive and reach their full potential. In reaching the midpoint of our 2021–2025 Strategic Plan, we have maintained the programs that cemented our legacy of empowering Filipinos and launched more projects or expanded programs with new partners. To support the growth of our key programs, we embraced change and optimized our processes. Thus, we began 2023 by strategically restructuring our organization to ensure we elevate how we do things from within.

We are honored to have again been appointed Principal Recipient (PR) of the Global Fund for MAM and HIV PROTECTS in Grant Cycle 7, as securing funding for these programs is among our primary endeavors for 2023.

Our commitment to our pioneer programs remains unwavering. These programs, which continue to expand, have touched the lives of numerous beneficiaries nationwide. As of 2023, PSFI has supported over 11,000 Filipinos and nurtured exemplary professionals through technical-vocational scholarships like Sanayan sa Kakayahang Industriyal (SKIL) and Gas Mo, Bukas Ko (GMBK), as well as STEM and innovation programs like the Shell-PhilDev scholarship program. Beyond academic achievements, we have fostered a sense of community among our scholars. We eagerly anticipate the grand reunion of SKIL alumni next year, a testament to the lasting impact of our programs.

Powering Lives & Respecting Nature

Our Shell Training Farms (STFs) in Bombon and Pililla have been instrumental in improving food security and providing livelihood opportunities through training programs on sustainable agriculture. For 41 years, STFs have provided practical knowledge and resources on agri-entrepreneurship to help communities achieve self-sufficiency. In 2018, we expanded this to reach communities in El Nido, Palawan, which was established as the Palawan Eco-Agro Park (PEAP). In all of the areas where Shell Pilipinas has a footprint, PSFI has been there to assist in ensuring we are good neighbors to fenceline communities. 

As a result of our new partnerships, we have been strategically launching programs since 2022. In collaboration with BCFI, we aim to provide students with medical scholarships. In August 2023, we also officially signed a Memorandum of Agreement (MOA) with BCFI and the Clark Development Corporation (CDC) to improve the accessibility of nutritious food, livelihood opportunities, and clean water for 2,500 households in Sacobia, Pampanga, by 2026. This will be implemented under the Family Care Center-Roots to Shoots (FCC-RTS) program.

PSFI and SPC are committed to making a significant difference in Filipino lives and implementing our programs with honesty, integrity, and respect for people. Despite the challenges, our Foundation’s expertise and dedication will continue to forge our path forward.

We have been exploring external funding sources to support new and existing projects. These efforts were fruitful in forging steady partnerships with like-minded organizations. Working with MBFI has allowed us to expand RTS to reach more barangays, and our collaboration with BPI Foundation, Inc. (BPIF) through Agricultural Services to Elevate Farmers towards Sustainable Food Security and Livelihood (AgrElevate) will help address the significant issues that farmers and fisherfolk face in Leyte.

Undoubtedly, the Foundation encountered its share of challenges. Yet, we remained steadfast in our commitment to our mission. While crowdfunding initially seemed promising, it ultimately proved financially unsustainable, prompting us to explore alternative strategies. Despite the challenges of maintaining our training farms as cost-neutral operations, we remained undeterred and continued to adapt and seek viable solutions. We are now considering a strategic scaling down of operations, phasing out our training farm in Pililla. However, this does not mean a halt to our capacity-building programs on Natural Farming Systems (NFS). We will continue these programs, albeit without the cost of operating an entire farm.

Despite risks in funding, PSFI is always looking for opportunities to meet the needs of our beneficiaries. Our drive to press forward stems from our core vision of ensuring that no Filipino gets left behind. 

To our esteemed partners, we extend our heartfelt gratitude for your unwavering trust and support. We eagerly anticipate future collaborations that will further our shared mission.
