On June 30, 2026, Pilipinas Shell Foundation, Inc. (PSFI) earned national recognition at the 2026 CSR Guild Awards after two of its flagship programs, Response to Community Under Emergency (RESCUE) and PROTECTS UPSCALE, were named finalists among a highly competitive field of entries from corporate foundations across the Philippines.
Held at The Westin Manila, the annual awards ceremony of the League of Corporate Foundations (LCF) celebrated outstanding corporate social responsibility initiatives that create meaningful and lasting impact in communities nationwide. This year’s awards attracted an impressive 102 entries, making PSFI’s selection as a finalist in two categories a significant milestone.
Response to Community Under Emergency (RESCUE) was recognized in the Outstanding CSR Project in Disaster Resilience category, while PROTECTS UPSCALE was named a finalist in the Outstanding CSR Project in Health category. Representing PSFI during the ceremony was Executive Director Sebastian C. Quiniones Jr., who also served as the presenter for the Outstanding CSR Collaboration Project award.
Receiving the finalist recognition for RESCUE were Ynna Lauron-Doblado, PSFI Program Manager for Shell Programs, and Beverly Berberabe, Social Performance Adviser for Downstream PH, Corporate Relations, Shell Pilipinas Corporation. Representing PROTECTS UPSCALE were Ray Angluben, Director for Global Fund Programs, and Dr. Loyd Brendan Norella, Program Manager for PROTECTS UPSCALE.
Being recognized as a finalist in two categories among 102 entries is a testament to the impact of PSFI’s work in communities across the country. The recognition celebrates the Foundation’s continued commitment to delivering innovative, community-centered programs that empower people, strengthen local systems, and improve lives.
Response to Community Under Emergency (RESCUE): Building Communities That Are Ready to Respond
Since its launch in 2020, Response to Community Under Emergency (RESCUE) has strengthened disaster preparedness by equipping communities with practical emergency response skills before disasters strike. Through hands-on training in basic life support, first aid, fire safety, and multi-hazard emergency response, the program has trained 4,079 individuals across high-risk communities, creating a growing network of community-based first responders working alongside local government units, the Bureau of Fire Protection, disaster risk reduction offices, schools, and community organizations.
Rather than relying solely on professional responders, RESCUE empowers ordinary citizens with the confidence and skills to act during the critical first minutes of an emergency. By embedding life-saving response capabilities within communities, the program transforms preparedness into action and strengthens local resilience when it matters most.
PROTECTS UPSCALE: Bringing HIV Services Closer to Those Who Need Them Most
Recognized under the health category, PROTECTS UPSCALE continues to transform HIV service delivery in the Philippines by bringing testing, treatment, and prevention closer to communities through trusted, community-led systems of care.
From 2021 to 2025, the initiative reached more than 935,000 individuals, diagnosed over 51,000 people living with HIV, and supported more than 34,000 individuals on treatment. In 2025 alone, PROTECTS UPSCALE reached 230,706 individuals, conducted 235,010 HIV tests, diagnosed 9,059 individuals, and supported nearly 98,000 people on treatment. These achievements demonstrate the program’s significant contribution to expanding access to HIV services, strengthening trust in community-based care, and improving treatment retention among populations previously underserved.
By integrating community leadership, strengthened health systems, digital innovation, and policy support, PROTECTS UPSCALE helps ensure that life-saving HIV services reach people where they are, in ways they trust, helping move the country closer to reversing the HIV epidemic.

The dual finalist recognition highlights the collective efforts of PSFI, its partners, local government units, community organizations, healthcare workers, volunteers, and beneficiaries in creating meaningful and sustainable change across the country.
